Rich was born February 20, 1951 in Hinsdale, Illinois, the son of Mary and Clifford Schultz of Downers Grove, Illinois. He married Therese M. Bergschneider in 1974 and had one son, Erik Nicholas, in 1977. Rich graduated from Western Illinois University in 1973 with a Bachelor of Science Degree in Biology and Botany. He earned a Masters of Business Administration Degree from Olivet Nazarene University in 1996.

Rich was employed by Amoco Oil Company, the Illinois EPA, for the City of Kankakee, in waste management, and Kankakee Community College.
